The Ministry of Micro, Small and Medium Enterprises (MSME) of the Government of India has adopted the Cluster Development approach to boost the productivity and competitiveness of Micro and Small Enterprises (MSEs). This strategy also aims to build the capacity of MSEs and their collectives across the country.
What is a Cluster?
A cluster is a group of enterprises located within a specific area, or a value chain that spans beyond a geographical location. These enterprises produce similar or complementary products and services and can be connected through common physical infrastructure.
Examples: The program supports various industry clusters, including those in textiles, leather, handicrafts, auto components, food processing, and more.
Benefits:
Cost Efficiency: Shared infrastructure and resources reduce operational costs for individual enterprises.
Enhanced Competitiveness: Improved processes, technologies, and market access help MSEs become more competitive.
Collaboration: Encourages collaboration among enterprises, leading to innovation and growth.
Employment Generation: By boosting the growth of MSEs, the program also contributes to job creation.
Funding Pattern:
The program is typically funded by both the central and state governments, with contributions from cluster units.
For hard interventions, the Government of India provides a grant of up to 70-80% of the project cost, subject to a maximum limit.
For soft interventions and diagnostic studies, a higher percentage of the cost is typically covered by government grants.
